CA DMV Form VR 2018-27. New Clean Air Vehicle Decal Application Form
Form VR 2018-27, also known as VIN 2018-23, is a memo issued by the California Department of Motor Vehicles (DMV) on December 14, 2018. It provides information and updates regarding the New Clean Air Vehicle Decal Application Form.
The memo states that starting from January 1, 2019, ultra-low emission vehicles (ULEVs) are no longer eligible for the clean air vehicle decal program. As a result, ULEVs were removed from the Application for Clean Air Vehicle Decals (REG 1000) form, which is used to apply for clean air vehicle decals. The REG 1000 form was revised to include a chart explaining the gross annual income and vehicle type restrictions required by law since January 1, 2018.
Additionally, the New Vehicle Dealer Application for Clean Air Vehicle Decals (REG 1000 D) form was updated to reflect the same revision date as the REG 1000 form. The dealer is now required to certify and sign Section 3 of the REG 1000 D form under penalty of perjury. This certification ensures that the dealer agrees to provide any clean air decals issued in advance of a vehicle sale and the REV. 1/2019 version of the REG 1000 form at the point of sale. Previous revisions of the REG 1000 and REG 1000 D forms are not accepted after January 1, 2019.
To process applications that qualify for the clean air vehicle decal program, it is necessary to use the new REG 1000 (REV. 1/2019) form. The memo advises following the procedures outlined in the Vehicle Industry Registration Procedures Manual, Chapter 25.
Assembly Bill 544 (Chapter 630, Statutes of 2017) is referenced as the legislation that removed ULEVs from the CAD program. The memo also provides references to relevant sections of the California Vehicle Code and California Code of Regulations, as well as other related VIN memos and resources.
